The study analyzed data from 2009-10 Michigan household surveys, including MSU’s quarterly State of the State Survey. According to the surveys, 67 percent of respondents said they had spending plans.
But Cook said she was astonished to discover that 81 percent of respondents with budgets said they never or only occasionally changed them – meaning residents rarely if ever curbed spending despite years of high unemployment, foreclosures and plummeting housing values and benefits.
In fact, instead of cutting back on expenses, most residents spent money from their retirement savings, the study found.
Cook suggested the financial landscape of Michigan and the United States has changed and, consequently, the way people budget their money should change accordingly.
Her recommendations:
Financial planners should focus on having consumers adopt budgets. The earlier this habit is adopted, the better, according to the American Institute of Certified Public Accountants and consumer advocacy groups. This is why Cook believes financial education should become a mandatory part of the high school curriculum. Budgets should be monitored and adjusted regularly – regardless of whether the economy is healthy or weak. Savings goals and strategies should reflect not only anticipated life events – such as a college education, car or home purchase, birth of a child and retirement – they should also reflect the business cycle. Forty percent of households in the study have members who lost jobs or took a pay cut. And, given the historic declines in home prices, homes should no longer be viewed as foundations for retirement as they were during the housing boom of the 1990s and early 2000s. Given the “new financial realities of the American workplace,” consumers should be instructed to save more aggressively throughout their lives. In recent years, employers have become less generous with retirement plans and other benefits, yet employee behavior has not changed significantly in response, the study says. In addition, lifetime employment at one firm is increasingly rare, and employee pensions with maturity benchmarks are more difficult to achieve as a result of a short tenure in a given job.Ultimately, Cook said spending is important to aid in the nation’s ongoing recovery, but consumers should be more prudent with that spending. With major employers such as General Motors recently announcing increased production, she said “people are going to have jobs again, and responsible personal budgeting shouldn’t be just a flash in a pan.
